The Export to Batch for Translation feature is available to Developers, Managers and Administrators.

To export an activity, including a test activity to batch for translation, click Export to Batch for Translation from the Additional Options menu. The activity STATUS field now states SUBMITTED TO BATCH FOR TRANSLATION.
